WTS Energy is seeking to hire Project Engineering Manager for one of its client who is a reputed Chemical Company.
Manages Contractors and Vendors in the execution of the full range of engineering works for Waste Water Treatment Plant for a green field EPC Catalyst Manufacturing Plant. Typically responsible for plans, coordinates, controls, manages and approves all aspects of the engineering scope with respect to technical suitability, quality, productivity and budgets.  Provides leadership for the project team including technical judgment, requirements interpretation, and scope management for the entire engineering scope.  Coordinates with other leaders within the project organization to ensure that multidiscipline and cross functional interfaces are properly addressed.  Interfaces with vendors, contractors and sub-contractors to drive the project program.  Ensures that work is executed in accordance with approved work processes using standard tools that have been adopted by the company.
Responsibilities:
  1. Contribute to the preparation of major project execution documents including strategies, procedures, plans, lists, schedules and budgets, through independent development of portions of the content.
  2. Define the engineering organization for the project, interviews and approves allocated personnel. Take part in internal and external technical interviews for project positions.  Make hiring/assignment recommendations based upon these interviews.
  3. Accountable to the Project Manager ISBL of the Project as applicable for the entire delivery of the engineered portion of the work including budget, schedule, technical accuracy, technical appropriateness, quality and constructability.Approve staff assignments to the project and makes demobilization decisions as required.
  4. Lead the Engineering Management team to originate, issue and maintain overall engineering control documents for the engineering scope of work including engineering execution plan, deliverables lists, schedules, work hour budgets, sub-contract strategies, interdiscipline coordination and information requirements schedules.
  5. Establish and communicate the project requirements and work processes required by team to complete the engineering scope of work.
  6. Manage the engineering team in the development, issuing and maintenance of technical deliverables in accordance with the project requirements.  Establish auditable processes for the review and approval of deliverables for adherence to technical, QA/QC and SSHE content before issue.  Identify and resolve contentious technical issues, seeking expert consultation outside the project if necessary.
  7. Drive the engineering program while recognizing the interdependencies of all disciplines and the impact of immature information.  Expedite as necessary.
  8. Lead an engineering team in contributions to design reviews and HAZOP (Hazardous Operations) studies.
  9. Identify and quantify scope changes.  Work with project management to formally identify and submit change order requests.  Manage change orders for full traceability.
  10. Forecast trends, anticipate and document problems which may lead to difficulties in meeting cost or schedule milestones.  Work within the project team to address, minimize or eliminate the effects of these problems.
  11. Implement, monitor and maintain productivity targets for your team, including overtime, quality, budgeted work hours and management of scope changes. Conduct routine meetings with key members of your Engineering team to discuss these objectives.  Provide input to functional supervisors with respect to HR activities for assigned Engineering staff to include performance and compensation reviews.
  12. Ensure effective communications and coordination within the Engineering team, and across project functions.
  13. Lead the project technical team in their relationship with clients, PMT/PMC, vendors, 3rd party contractors, subcontractors, partners, satellite offices and auditors.  Interact, coordinate and influence as required.
  14. Maintain standards of SSHE and comply with Company’s Health, Safety & Environment Management System requirements.  Take reasonable care of own health and safety and that of others in the workplace.  Follow and maintain Company standards of Quality in accordance with Company Quality System requirements

Requirements

  1. Degree or tertiary qualification in any recognized engineering discipline.
  2. Formal post-graduate accreditations in leadership, management and/or project management.
  3. Typically 18+ years relevant experience in a professional technical capacity involving engineering, design, construction and commissioning.
  4. Must have worked at least 5 years in a Project Engineer / Engineering Manager capacity, managing a team of engineers and designers.
  5. Must possess broad experience in the execution of multi-discipline engineering work on large / complex projects across the complete EPC lifecycle with Waste Water Treatment experience.
  6. Must be thoroughly familiar with international codes and standards, industry practices and tools across all major disciplines, as well as local regulatory requirements in multiple jurisdictions.
  7. Must possess a strong working knowledge of upstream and downstream oil & gas and/or petrochemical units and operating principles.  Other industry specific knowledge may be acceptable on a location-by-location basis.
  8. Speaks fluent English and ideally also speaks Arabic.
  9. Is proficient using of MS Office, MS Outlook, MS Project.  Key Selection Criteria

  3. Speaks English fluently. Demonstrates good written communication skills
  4. Desire to be based for at least 3 years in the Abu Dhabi
