Project Development Manager (PDM) Romania

Location: Bucharest, Romania.

Reporting: Country Manager Romania

Job description:

The PDM will ultimately be responsible for the management of the development process to ensure on-time, on-cost, delivery of solar & wind power projects. This will include management of projects from the point at which the company makes the decision to proceed with development, up to and including “Ready -to-Build” and Financial Close and launching the construction phase.

The Project Development Manager’s main responsibilities are:

 Management of on-time, on-cost, deliverables against an agreed time-bound project plan.

 Management of development and project capital cost budgets and expenditure.

 Prepare and analyze Strengths, Weaknesses, Opportunities, and Threats (SWOT) related to each potential opportunity and development identified from the technical point of view.

 Delivery of the complete project development including all necessary permits, permissions etc.

The Project Development Manager’s day-to-day activities includes, without being limited to:

 Compile and file application for required administrative authorizations.

 Management of the land securing and required land permitting to obtain the construction permit.

 Management of the Environmental Impact Assessment (EIA) to secure the Environmental Permit.

 Management of the Grid Connection Process and organization of the required technical studies;

o Communication and negotiation with the network operator regarding grid capacity and connection options.

o Co-ordination of technical design.

o Co-ordination of applications for grid connection, generation licenses etc.

 Establish and maintain contacts with local and international contractors for equipment supply,

EPC and O&M including obtain budgetary quotation to complete the Business Plan.

 Maintain an in-depth understanding of the different distribution channels and possible hurdles for project supply and project execution (customs, import duties, local taxes etc.).

 Support the preparation of Business Plan and legal analysis in collaboration with the Project Financing team and the Legal Department at the company headquarters.

To be successful:

You are a dynamic, hard working woman or man with 5-10 years solid and proven experience in a similar position, preferable with a company operating in the renewable energy sector.

You are autonomous, self-starter and recognized for your team spirit and capabilities to take initiatives.

You are capable making decision in combination with a strong capacity to convince stakeholders and clients.

You have a confirmed experience in Project Development Management related to Wind and Solar Energy Projects.

You have a strong background on all technical aspects related to Wind and Solar Energy Projects

You are fluent in oral and written English as well as the local language. Speaking French is an advantage.

For a successful development and implementation of the strategy, the position requires regularly travelling within the country and from time to time to the headquarters in France.

Remuneration:

Fix salary based on qualification and previous experience.

Annual bonus based on development objectives.
