Subsea Project Lead

Reporting To: Head of Offshore Operations

Location: Dubai

Work Schedule: Mon – Friday (family status)

Job Purpose

The main purpose of the role is to manage the Health, Safety and Environment (HSE), operations, budget and performance of the subsea Inspection, Repair and Maintenance (IRM) Contractor including the Diving Support Vessel (DSV).

The Subsea Project Lead is expected to formulate and implement cost reduction strategy involving IRM and DSV without compromising on business needs. This may involve vessel ownership and contractor management.

 

Key Responsibilities

  1. Deliver no harm (People, Asset, Environment and Reputation) HSE performance. Embed safety leadership culture for self and contractors for all operations, inspection, maintenance and construction activities. Promote strong behavioural safety culture, safety consciousness among individuals and actively promote participation in HSE programs to maintain a safe work environment.
  2. Lead or support incident investigation, emergency response management and Root Cause Analysis (RCA).
  3. Manage the operation of the IRM, which includes saturation and surface diving operations, ROV and WROV operations, subsea survey systems and DSV. Monitors performance and reporting that may include various Contractors or Service Providers.
  4. Support the business objectives in ensuring IRM activities are carried out timely through high quality and reliable service deliveries from Contractor including uptime of the DSV.
  5. Lead or support various project activities such as structural installation, pipeline repair, heavy lift and decommissioning.
  6. Deliver activities with strong emphasis on upfront planning and work preparation without compromising on safety and quality in order to achieve consistent and good on time, reliability and technical integrity performance.
  7. Monitor Contractor’s project completion and close out. Ensuring lesson learnt are implemented.
  8. Set the appropriate Key Performance Index (KPI) and ensure compliance with Scope of Work, HSE, procedures, timeline and regulatory requirements.
  9. Provide leadership and manages all activities with a wide view towards integration of work demonstrating pro-activeness, ownership and collaboration across different teams.
  10. Owner of the DSV plan and support the overall planning process or function with the aim of optimizing scopes by providing guidance in managing interfaces of activities. This will involve liaising with activity owners from different disciplines for different activities such as platform / riser / pipeline inspection, subsea survey,
  11. Manage the budget, optimising spends versus target and forecasting. Focus on improving productivity and efficiency.
  12. Lead tendering exercise, develop contracting strategy and ensure compliance to Supply Chain Procedure and Code of Business Conduct. Implement contract post award management including audits to ensure value to the Company.
  13. Formulate and implement a cost improvement strategy for the subsea IRM scope including DSV. This may involve vessel ownership or long-term lease. Ensuring legal compliance and vessel uptime for the option.
  14. Ownership and accountability in delivering the cost improvement strategy ensuring business requirement is not compromised and maintain the level of service for the subsea IRM scopes.
  15. Actively explore improvement opportunities in the form of new technology / method / material, task improvement and surveillance / monitoring with the aim to enhance safety and integrity, reduce cost, improve reliability, maximizing / optimizing production and minimizing production deferment.

 

Requirements

Educational Qualifications:

  • Certificate or higher in Engineering discipline.

Experience Profile:

  • Strong skills demonstrated in contractor management.
  • At least 15 years relevant experience in the Offshore oil and gas industry specifically in managing IRM and DSV.
  • Knowledge and experience in subsea operations such as air and saturation diving, Remotely Operated Vehicle (ROV) and Work Class ROV (WROV).
  • Experience with contract management, marine regulation and classification societies.
  • Project Management Professional (PMP) accreditation or equivalent would be an advantage.
