Manager – offshore Steel works
Reports to : Divisional Manager Production
JOB PURPOSE:
· Deliver overall operations of the Steel Department ensuring the projects are delivered within Safety, Quality and budgetary target set by the management.
KEY RESPONSIBILITIES
Policies, Processes & Procedures:
· Recommend improvements to departmental policy and directs the implementation of procedures and controls covering all areas of Steel department activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.
· Device and implement controls to ensure no violation of ISR regulations in order to protect the company information / intellectual properties .
· Review Department Process Manuel and Work instructions regular basis and make necessary changes .
· Analysing of the Area of Improvements and create procedures to avoid reoccurrence of the previous re-work , mistakes .
· Align with Training department and outside sources to create programs to educate own people based on competency matrix .
Budget:
· Prepare and recommend the Steel department budget by preparing analysis and data related to specific elements as directed.
· Monitor the financial performance of the Steel department against budgets so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalized upon.
· Engage with finance and commercial department regularly to analysis department performance manhour vs commercial profitability . Create action plan based on current outcome and systemize to make it efficient .
· Review manhour-norm book regularly ( 2 times a year ) to optimize / stream line existing tariffs . Create communication between commercial and steel team to align .
· Create Capex and Opex budget based on current department performance and need analysis discuss with relevant subject matter expertise and conclude with senior management .
Day- to-day operations:
· Supervise the day-to-day operation of the department & ensure work process are implemented & policies are complied.
· Attend daily production meeting and communicate outcomes with department .
· Review weekly, 5 week load with upcoming vessels check list daily basis and make sure all requirements , resources been aligned and operation been handled smoothly .
· Control all MR’s and consumables daily basis .
· Check and monitor daily manhours tracker to understand efficiency and productivity .
Operations Management:
· Plan and execute project works in the most cost effective way.
· Manage effective planning of the assigned projects to undertake all aspects of change and growth management which can make the difference in bottom line of the projects.
· Maintain the project schedule and quality standards to meet the customer requirements.
· Ensure all Departmental operations are in compliance with policies and regulations.
· Review the scope of works and establish production objectives, standards and production schedules to ensure the timely delivery.
· Review and plan the prevailing system, processes and equipment and drive to change or innovate for better results.
· Ensure optimum use of resources, equipment and manpower.
· Liaise with Project Managers/Client/Class as deemed for discussion on project matters.
· Organise training gap analysis, performance evaluation to enhance good retention and succession planning.
People Management:
· Supervise the activities and work of subordinates by providing formal and informal feedback to ensure that all work within a specific area is carried out in an efficient manner and in accordance with set individual targets.
· Create induvial performance monitoring system and create specific task for induvial employee .
· Regularly monitor people career growth scheme and create road map together with line managers to have sustainability .
· Provide yearly area of personal improvement gap analysis , engage with people and training department to structure for induvial development .
Continuous Improvement:
· Stimulate subordinates and contributes to the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.
Safety, Quality & Environment:
· Responsible to comply with relevant safety, quality and environmental management policies, procedures and controls and to behave in a manner, which ensures that their actions or omissions, do not adversely affect the environment, health, safety and wellbeing of themselves, colleagues, contractors or members of the public.
· Meeting all responsibilities as outlined in the Company OHSMS
· Participating in any training and safety initiatives implemented by the Company
· Complying with all Safety directives, and work instructions
· Immediately reporting any incident or potential hazard to their Supervisor or Safety Dept
· STOP the task if you feel yourself or others may be harmed
· Ensuring that all work is properly planned, communicated and executed safely
· Advise workers on potential Health and Safety hazards and there controls
· Conducting regular inspections of work areas to identify and eliminate hazardous conditions and practices
· Reporting to Line Manager / Safety Inspector promptly regarding incidents, hazards, unsafe plant, equipment or other safety concerns
· STOP any worker performing an unsafe act and reinforce positive attitude amongst work force
· Related assignments:
· Performs other related duties or assignments as directed.
Financial:
· Study and propose capex which evolve through innovation and technology benefiting the company for better productivity and QHSE compliance.
· Achieve saleable man-hour target for all projects.
· Contribute on savings from no-saleable hours like overtime, departmental overheads.
REQUIREMENTS
· Education: Naval Architect / Degree in Mechanical or Marine Engineering
· Training: Able to manage large workforce and project worth 1 million man-hours and above
· Experience: 10 to 15 years working experience in Ship repair yard with conversion and new building facilities with minimum of 2 to 3 years as functional head.
· Broad technical knowledge of Steel works onboard vessels / offshore platforms including, but not limited to welding, steel fabrication, conventional and CNC machining.
· Fully trained and knowledgeable with relevant Safety and Occupational Health & Safety standards.
· Strong background with resolution of technical issues during projects planning and execution phases.
· Demonstrated ability to handle multiple projects concurrently and meet deadlines.
· Demonstrated ability to organize, prioritize and successfully execute tasks in accordance with business objectives.
Project management skills.
· Total department employees strength of 1,000 and above.
· Manage projects of 1 million man-hours and above.
· Manage Departmental budget up to 4 to 5 million USD.
