Senior Contracts Engineer (Oil & Gas)

Reports to: Contracts & Procurement Manager

 

JOB SUMMARY

· Responsible for Pre & Post Award Contracting.

· Development of Contract Management Plan and approval as a part of Tendering Strategy

· Develop Tendering Strategies in accordance with Category Management Strategies

· Review scopes of work, assist in the development of suitable pricing structures, prepare tender documents with suitable conditions whilst ensuring that company policies and procedures are followed.

· Formulate suitable Tender Strategies depending upon the Scope, Value, type and time Schedule, with inclusion of the proposed Bidders List for Committees’ approval.

· Develop, issue and administer Tenders for approved Strategies and required approvals Contracts.

· Coordinate Technical Evaluations, conduct Commercial Evaluations, and obtain Tender Committee and Major Procurement Committee approvals to award

· Continuously gather, analyse, interpret and act upon market intelligence

· Procurement of materials, goods or services within a Category

· Prepare Letters of Award and Letters of Regret

· Carry out Post-Award Contract Administration

· Conduct Vendor pre-qualifications

· Develop, measure and monitor KPIs and SLAs for categories of expenditure through supplier reviews

· Provide training and advice to junior C&P personnel

· Reports to the Contracts & Procurement Manager

 

RESPONSIBILITIES:

· Working within the Internal Stakeholders and Projects Team and Vendors, conduct the full end-to-end contracting process from concept to close-out for High-Value Complex Contracts.

· Draft Tender documents in collaboration with the project team members.

· Review technical documents for inclusion within Tenders and propose amendments to align with Contract requirements and terminology.

· Assist Projects teams in selecting criteria for Technical Bid evaluation.

· Perform Bid administration functions: Bids registration and Bids opening, coordinate responses and issuance of clarifications and amendments to Tenders’ provisions.

· Conduct overall review of the Technical Bids for completeness, follow-up with Bidders for missing documents and facilitate technical and commercial clarifications.

· Arrange and coordinate Technical Bids evaluation by Projects team members. Finalize technical evaluation submissions and obtain approval for the Commercial Bids opening.

· Assist Internal Stakeholders as required for the preparation of price comparisons and sensitivity analysis for complex price structures to obtain the best commercial option.

· Propose recommended Bidder for award through consultation with the Contracts & Procurement Manager.

· Prepare submissions to Tender Committee and Major Procurement Committee to obtain approval for Commercial evaluation and Contract award.

· Conduct day-to-day Contract Management activities based on Contract Management Plan, correspondence and documents; filing – hard copy and electronic, recording and management of minutes of meeting, etc.

· Develop and issue Amendments, help Internal Stakeholders to raise Call-Out Orders, if required.

· Analyze and make recommendations for the analysis of entitlement to Variations and settlement of claims, time extension requests etc.

· Obtain feedback from the Project Teams for implementing future improvements in Contracts.

· Champion implementation of Company safety, security, environment and quality policies and programs in contracting.

Supervisory Responsibilities:

· No direct supervisory responsibilities; however, the individual will lead and provide guidance to junior of C&P team members on Pre & Post Award Contract Management.

 

REQUIREMENTS:

· Bachelor’s degree in Economics, or Supply Chain Management, or Law, Engineering, or a related field required.

· A Master’s Degree or professional certification is preferred.

· MCIPS (Level 4 or 5) – required

· PMP – preferred.

· Extensive experience working on high-value complex O&G projects, executing Pre and Post Award Contract Management.

· Experience in on/offshore Drilling, Seismic, Construction projects, including EPC

· Extensive Post Award Contract Management experience.

· Extensive experience of work in Project Controls Teams (Cost Control and Planning Control, etc.)

· Experience reviewing and assessing claims for high value complex contracts.

· Excellent written and spoken English.

· Strong administration and organizational skills

· Strong planning and coordination skills.

· Strong analytical skills with attention to detail.
