Job Title: LOTO (Lockout/Tagout) Manager

Position Overview:
The LOTO (Lockout/Tagout) Manager for the Rennes WTE is responsible for the development, implementation, and ongoing management of the Lockout/Tagout (LOTO) program. The role ensures that all plant equipment is properly de-energized and isolated during maintenance and repair activities, in compliance with safety regulations and LOTO Procedures. The LOTO Manager will be the primary point of contact for all LOTO-related activities, ensuring that employees follow proper procedures to protect themselves from accidental injury during maintenance and servicing of plant equipment.
Key Responsibilities:
1. LOTO Program Development and Implementation:
- Develop, implement, and maintain a comprehensive LOTO program that aligns with industry best practices, safety standards, and legal regulations (e.g., OSHA standards, local safety regulations).
- Establish and continuously update detailed LOTO procedures for all types of equipment and machinery used at the desalination plant.
- Ensure the LOTO program covers all aspects of energy control, including electrical, mechanical, hydraulic, pneumatic, thermal, chemical, and gravitational energy.
2. Training and Awareness:
- Design and deliver LOTO training programs for all plant personnel, including operators, maintenance workers, contractors, and any other relevant staff.
- Conduct regular refresher training and competency assessments to ensure compliance with the LOTO program.
- Provide training on proper lockout/tagout techniques, energy isolation, and safety awareness related to maintenance activities.
- Maintain training records and certifications for all employees involved in LOTO procedures.
3. Supervision and Compliance:
- Monitor and oversee LOTO activities to ensure compliance with the established procedures during plant maintenance, repair, or service work.
- Conduct regular audits and inspections to verify that LOTO procedures are being followed properly and identify any potential gaps or safety risks.
- Lead LOTO-related safety audits, inspections, and risk assessments, and recommend corrective actions where necessary.
- Provide guidance and support to operators and maintenance personnel on proper energy isolation methods.
4. Equipment and Lockout/Tagout Devices:
- Ensure that the necessary lockout/tagout devices, including locks, tags, hasps, and energy isolation devices, are available, maintained, and in good condition.
- Collaborate with procurement and maintenance teams to ensure that LOTO equipment is properly stocked and that spare parts are available when required.
- Regularly inspect and verify the integrity and effectiveness of the LOTO devices used on-site.
5. Incident Investigation and Reporting:
- Investigate any LOTO-related incidents, near misses, or breaches, and implement corrective actions to prevent future occurrences.
- Analyze trends in LOTO-related safety data and provide recommendations for continuous improvement in safety practices.
- Ensure that LOTO-related incidents are reported accurately and in a timely manner, in accordance with the company’s incident reporting protocols.
6. Collaboration with Other Departments:
- Work closely with the operations, maintenance, and HSE teams to ensure coordination and integration of the LOTO program within the overall safety management system.
- Liaise with project managers, engineers, and contractors to ensure that LOTO requirements are included in all project planning and execution phases.
- Support the management of contractors to ensure that they comply with the LOTO procedures during their activities on-site.
7. Continuous Improvement:
- Stay up to date with the latest LOTO standards, best practices, and regulations and continuously improve the LOTO program to ensure the highest level of safety.
- Recommend improvements to equipment design or operating procedures that would reduce the need for lockout/tagout, thereby enhancing overall operational safety and efficiency.
8. Documentation and Record Keeping:
- Maintain accurate and up-to-date records of all LOTO-related activities, including training, audits, inspections, and corrective actions.
- Ensure that LOTO procedures, training materials, and compliance documents are properly stored and easily accessible for review during inspections or audits.
9. Emergency Response and Support:
- Provide expertise and support during emergency situations, particularly if LOTO procedures need to be implemented rapidly in response to unplanned shutdowns, accidents, or maintenance emergencies.
- Ensure that LOTO procedures are followed during emergency maintenance operations to protect workers from accidental energization.
Qualifications:
Education:
- Bachelor’s degree or diploma in Engineering, Occupational Health & Safety, or a related field (preferred).
- Certifications in Lockout/Tagout procedures or Industrial Safety (e.g., LOTO, OSHA, NEBOSH, etc.) are a significant advantage.
Experience:
- At least 5 – 7 years of experience in the requested position, with a focus on safety management and energy isolation procedures.
- Experience in the power generation, or energy-intensive industries is highly desirable.
- Previous experience in managing a Lockout/Tagout program in a large-scale facility, preferably in the utility, manufacturing, or industrial sector.
- Good knowledge of Italian or English language (spoken and written) is mandatory. French language is a plus
Skills:
- Strong understanding of LOTO procedures and energy control systems, including electrical, mechanical, and hydraulic isolation methods.
- In-depth knowledge of local and international safety regulations and standards related to lockout/tagout.
- Excellent communication skills, with the ability to train, influence, and enforce safety practices at all levels of the organization.
- Strong leadership and organizational skills, with the ability to manage multiple tasks and deadlines.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and other safety management software tools.
- Problem-solving and decision-making abilities, particularly in high-pressure situations.
