Responsibilities Responsible for overseeing QA-QC discipline for the FEED, ITB & EPC Contractor in delivery of all aspects of QA-QC,s ,Engineering design, QA-QC in equipment procurement, installation, construction, commissioning and completions. Internal · Regular interface and collaboration with all Engineering Divisions, Process, Process safety I&C, Electrical, Machinery, Civil/Structural, piping Loss Prevention Heads and engineers. Interactions with Interface sections, Operations Advisors. · Frequent contact with external and internal audits. Inspections, Engineering quality Construction, Procurement QA-QC, Project Quality Assurance and quality control and Operations QA-QC, Safety/Environment, and QG Engineering departments as required. External · Regular interaction with EPC Contractor, Vendors, Subcontractors, and engineering/specialist consultants. · As required engagement with QP/asset owner’s representatives.   Job Description:

  • Company Overview: An EPC contractor specializing in the installation of utility and industrial process infrastructure, including substations, power generation, industrial process facilities, and renewable fuel projects. The company utilizes a motivated team of in-house subject matter experts, construction managers, project managers, engineers, and project staff to manage the execution of engineering, procurement, and construction projects.
  • Project Overview: Currently executing an EPC contract for a large 500kV HVDC substation project in Adelanto, CA. The project will mobilize to the site in 1Q24 and is expected to be completed in 2Q27.
  • Primary Function: The Quality Assurance/Quality Control (QA/QC) Manager is responsible for all QA/QC-related matters during engineering, design, procurement, and construction activities. This role ensures that all work is performed in accordance with applicable procedures and policies, meeting project requirements.

Typical Responsibilities: Execute the Quality Management System requirements. Serve as the direct QA/QC liaison with the client. Review Inspection and Test Plans and Procedures, and coordinate with the Construction Manager and Method Statements. Ensure all components are installed per contract specifications and approved submittals. Carry out inspection and/or test requirements at all stages as per Quality Plan and Contract requirements. Coordinate with Construction Managers to implement Quality System requirements and conduct Internal Quality Audits. Issue Non-Conformance Reports as necessary. Ensure quality audit findings and relevant documents are available at pertinent site locations. Take appropriate corrective and preventive actions on product and system non-conformances. Identify quality-related training needs and arrange for the training. Serve as the focal point for all inspection, measuring, and test equipment used in the project. Manage the testing laboratory and technicians. Monitor sub-contractor performance for compliance with quality requirements.   Skills, Knowledge, Qualifications, and Experience:

  • 10-15 years of QA/QC experience in electrical substation or comparable facility construction, startup, and operation.
  • Experience representing the EPC contractor and developing, implementing, and monitoring systems/processes to meet all project requirements.Minimum Requirements & Qualifications:
  • Bachelor Degree in Mechanical Engineering equivalent.

Knowledge and/or Experience · 15 years’ experience as a Mechanical Engineering with a broad knowledge of engineering execution including design standards, specifications, codes, safety criteria in onshore in EPC Contractor engineering environment. · Experience with PTU and SAF facilities design, construction and operations is appreciated. · Requires demonstrated broad experience with mechanical static equipment design (Vessels, heat exchangers, towers, Drums) and familiarity with relevant manufacturing processes and relevant industry codes such as ASME Sec VIII Div 1 &2, ASME Sec I, TEMA, API 650, API 560, API 530, API 537, NFPA, NACE, ASTM, API 534 etc. Good knowledge of Piping, 3D , Modularization is required.   Technical and Business Skills 1.Excellent written and oral English skills, Knowledge of Dutch is appreciated. 2.Strong organisational, planning and coordination skills. 3.Strong technical, prioritisation and management skills. 4.Good communication, influencing and interface skills and well stablished write of Minutes of meeting and meeting coordinator 5.Proficient in Microsoft Office suite of software programs, etc. 6.Open minded and experienced in working multicultural and multidiscipline environments such as mix team, Joint venture & Consortium. 7.Open to travel up to 30percent in month to outside and inside EU.
