Job summary

For one of our major clients in oil&gas industry, we are looking for a Senior Expert Operations/OIM who will
-support initiation and creation of all required Operational processes, manuals, procedures and work instructions for safe and reliable start-up and Operations of the project production system in close cooperation with the Project Operations team.
-support in the recruitment of Operations personnel and setting up the organization required for Operation of the project production system.
-participate in review of ’ready for start-up’ and systems acceptance/hand-over dossiers, on behalf of Operations.

Responsibilities:

  • Setup all ’Duty-holder’ activities within the project in preparation for offshore operations. This includes interface with relevant authorities.
  • Participate in the recruitment of field Operations personnel.
  • Setup a plan for training and roll-out of, the Permit to Work (PTW) system in close cooperation with relevant Corporate functions. Align PTW requirements with EPC contractors to cover their work in the Construction and HUC phases offshore and allow a smooth transition from EPC to Operations PTW system.
  • Setup provisional plans for the movements of personnel to the Shallow Water Platform (SWP) offshore.
  • Plan and execute a POB system governing access to the SWP, via the Field Support Vessel (FSV) or Helicopter.
  • Provide strong expert input to the Operational requirements for the FSV (size, facilities, availability, management etc.).
  • Provide strong expert input to setup of field logistics in cooperation with the Logistics Manager.
  • Step in with expertise together with the training coordinator in implementing the training matrix to the field operations personel.
  • Participate in FAT and design reviews.
  • Be instrumental in establishing the content of the Operational and Maintenance manuals, procedures and work instructions.
  • Contribute with expertise to the completion of the pre-operations related activities, as laid down in the ORA plan and the Operational Documentation map.

While offshore

  • Take over the responsibility of the offshore activities related to the safe introduction of hydrocarbons and reliable start-up of the process and utilities, in close cooperation with the Commissioning Manager, Operations Manager and the field operations team, towards stable Operations.
  • Primary responsible for Safety, Security and Environment offshore. Act as a role model for building the required safety culture.
  • Coordinate all offshore activities in case of emergency (e.g. accidental pollution, fires or other unexpected events) in the role of “on scene commander”, with the backing of onshore counterpart and support team.
  • Assume responsibility for safe offshore daily operations in order to achieve the planned on-spec production volumes, maintenance activities and technical integrity of wells and facilities.
  • Validate and report day to day offshore activities data and assume accurate reporting of it.
  • Ensure offshore coordination of logistics and personnel movement, in coordination with onshore counterpart, FSV captain and support teams.
  • Manage the offshore day to day operations, based on production and maintenance plans and within OPEX budget by implementation of operational best practices.
  • Identify, propose and develop improvement activities (e.g. Process, HSSE, OPEX optimization).
  • Coordinate the activity of contractors offshore.
  • Act as Simultaneous Operations (SIMOPS) coordinator, if required.
  • Support all projects which are implemented on the offshore facility and participate in work acceptance.
  • Act as a liaison between offshore field operations team, onshore team and engineering support.
  • Initiates notifications (within SAP work order process) and defines operations priorities for surface and subsea maintenance
  • Provide input to monthly/yearly production planning and is responsible for the execution and fulfillment of the monthly operational plan.
  • Provide assistance to Production and Operations Managers in matters concerning department activity, planning and budgeting.
  • Ensure the development, update, review and approval of site procedures and work instructions.
  • Accountable for the accommodation of the personnel on board the FSV.
  • Coordinate production shut-down requirements.
  • Ensures strong collaboration / cooperation with all stakeholders offshore in order to fulfill assigned duties.

Qualifications:

  • University degree in oil & gas engineering or similar
  • 9-12 years of experience in petroleum / oil & gas industry, including a minimum of 5 years’ experience in offshore projects / operations.
  • Extended knowledge and experience in oil & gas industry such as: field operations, production operations, production technologies, engineering and maintenance, lifting of oil & gas, drilling, facility / asset management, oil & gas treatment, managerial interrelationships, interaction with authorities, etc
  • Relevant experience in offshore sector will be an advantage
  • Strong personal commitment to HSSE
  • Extended knowledge of standards and petroleum industry’s Best Practices in production, engineering, HSSE, legal requirements, etc.
  • Practical knowledge of planning, forecasting, budgeting and prioritization (OPEX, CAPEX)
  • Experience in Asset Management (“asset life cycle management”, optimization of running costs)
  • Understanding economics including financial management (OPEX, CAPEX) and project management
  • Communication skills and experience in information management and protocols
  • Proven track record (leadership skills and responsibility, people management and staff motivation, etc.)
  • Demonstrated ability to perform under pressure and respond rapidly to critical situations
  • Ability to give direction, share knowledge and develop personnel within the organizational unit
  • Ability to interact with all levels of the management and organizational structure
  • Management of interfaces and teamwork capabilities are essential
  • Proven ability to work on complex issues with minimal supervision
  • English language (spoken and written)
  • Computer literacy
  • 9-12 years relevant professional experience
