Job Description

Job Purpose: As a key player in the Bidding Phase, you will coordinate and validate external costs, ensuring technical and economic robustness to meet tender requirements. Reporting functionally to the Head of Procurement Technical Requirements and operationally to the Proposal Manager/Bid Director, your role is to streamline the procurement process and ensure cost-efficient delivery strategies.

Key Responsibilities:

1. External Costs Validation

• Coordinate and plan the validation process for external costs during the bidding phase.
• Act as the central point of contact between the Tender Technical Team (Proposal Manager, Technical Coordinator, Estimators, etc.) and the Global Supply Chain team.
• Ensure that outputs are technically and economically sound and delivered within the tender deadlines.

2. Delivery Strategy (Make or Buy)

• Define an optimal Delivery Strategy (self-performed vs subcontracted activities) based on bid studies and client requirements.
• Interface with various teams to ensure the strategy maximizes the company’s expertise and market capacities.
• Update the strategy as the bid evolves, ensuring alignment with quotations and market changes.

3. Work Package (WP) Development

• Develop and prioritize Work Packages (WPs) for market investigation.
• Prepare WPs based on tender documentation and technical requirements, integrating HSEQ, Risk, and contract terms.
• Collaborate with specialists and keep WPs updated according to bid study progress.

4. Technical Alignment and Clarification

• Lead the technical alignment process for received offers, involving the technical team when needed.
• Conduct technical meetings with subcontractors to clarify any issues and ensure offers meet the requirements.

5. Monitoring and Impact Assessment

• Oversee the entire procurement process, continuously assessing cost impacts on estimates.
• Keep the Delivery Strategy updated, anticipating critical issues and optimizing efficiency.

6. Economic Comparison and Supplier Selection

• Ensure accurate economic comparisons of offers and assist in supplier selection to ensure competitiveness.
• Facilitate the understanding of cost inclusions/exclusions for the estimating team.

7. Handover to Estimating and Resource Verification

• Manage the handover process from Bidding Support to the Estimating team.
• Ensure the Resource List is complete and verified before final approval.

Qualifications & Experience:

• Degree: Civil Engineering, Construction, or related field.
• Experience: 6-8 years in construction, industrial, or similar fields, preferably with site experience.
• Skills:
  • Advanced knowledge of MS Excel and extensive experience with software like Microsoft Word, Outlook, and PowerPoint.
  • Strong organizational, communication, and time-management skills.
  • Familiarity with supply chain management principles.
  • Ability to work independently and in teams.
  • Willingness to travel for short missions.
  • Proactive, adaptable, and goal-oriented with a strong curiosity for technical knowledge.
